11. The zigzag icons probably make the the weapon inflict stun with normal attacks (5 icons on a weapon with 1 ATK?). Since they're obviously not meant for dealing damage, you could give them to characters who already can't deal a lot of damage through normal attacks like a zodiac or an underleveled...

It's not limited to crossbow skills and can even work with the limit skill Cross Rush. However, it apparently doesn't actually double the amount of hits but just adds one (2 hits becoming 3 instead of 4).
