Yep the CSS effect is the best way to do it. It basically the same image appearing twice on one image file (although I have seen every image on an entire site's layout in one image used and then the rollover effect done by the single image, but it was a lot of mathematical work and browser compatibility issues).

I was thinking about doing the CSS version for this website before we voted and decided that the image rotation would probably work out better (especially in terms of those who have ipads and other such devices). I've read the codes and tutorials but I can not envision how it's suppose to work. I'm just one of those that can only fully understand when I'm sitting down working through it myself.

The way the rollover effect works is that you have one image for both the hover on and hover off effect:
But all you allow the container to display is the size of the top half of the image, then when you hover over to the image, the container displays the bottom half but displacing the image by say 50 pixels vertically.
Have a play with it for the side banners.

I've only been on the Tweeter since last November. I'm using it quite a bit now, though still more reading than tweeting.
