No, there is no reason to assume it.

It is not like he is trying to stay at some arbitrary number, and he never actually said there would be less characters. He merely said characters would be cut, which was indeed the case going from Melee to Brawl. For example, no one should have been shocked to see Roy or Pichu not return, and I think we would be surprised to see Ike and Lucario still around.

Multiple forms of a character are still characters except they may have like one less move, that is to transform. (which is actually a part of the reason why they are bad). Art, sound effects, voice acting, balance, and literally thousands of variables still need to go into every transformation; they are always treated as their own character.

So in short, nowhere did he imply there would be less characters, and even if he did, transformations are still another character (in terms of functionality) that they have to make. Just, in terms of actual identity, they are the same character.

From what I recall, he stated something about the limitations of the 3DS adversely affecting the size of the roster.

Though I suppose such a statement doesn't necessarily signify that Sm4sh will have an undersized roster compared to Brawl or Melee.

He only said the 3DS is making it harder to implement complex characters, using Ice Climbers as an example. I would assume it has everything to do with graphical clarity (which is why everything is being outlined). There is certainly no issues with storage space (current 3DS fighters cram in over 40 characters and only use 2 GB cartridges, versus the 8 GB carts).

I would assume Pokémon Trainer would also be a case, with complex manifestation of art data and trying to display everything in a way that is easy for a player to understand on a small screen.

So in short, it is limitations on the variation, not the number, of characters.

To think this is merely the 3DS display! Let's be honest, though: Battlefield in Brawl was immensely gorgeous. Looking to be the same this time around. I want more bright colours in general, though I do not know if it can be helped when it is night time.

Also, the funnier, non-revealing interview snippets never get attention. I thought was pretty funny.

Edit - Also, if you ever encounter anyone looking for a particular arch-nemesis from the Metroid series to appear in the next game, make sure you tell them "He's too big." just to watch how mad they get.
