Uh, what's to understand about it? It just searches the string for a match and replaces that with the other string. It could fail if there is no width and height set, if the words appear more than once, or if there's something else unusual, like height and width being reversed, or separated by something other than a single space. All of them are unlikely, but the last two can be caught by search/replacing for width and height separately. One optimization would be to change the * to a + (to match '1 or more' instead of '0 or more' digits), unless something like width="" is acceptable of course, then you'd want the *.

Regarding regular expressions, * means 'repeat the preceding 0 or more times'. [0-9] means one character from the 0-9 set, i.e. a digit. [0-9]* then means 0 or more digits. So it would match zero digits as well as one, two, three or one hundred. [0-9][0-9][0-9] would mean one digit, followed by one digit, followed by one digit, i.e. exactly three digits. It would not match one or two or four digits.
