The PS2, no.
The PS3, however,
I own and play lots.

PS3 is backwards compatible in America ... partially. They recently stopped it but old models still have it. They're not being UPDATED anymore (for the software BC) but they do have BC.

In Japan ... I have no idea if this is the same.

I have an 80 GB from the MGS4 bundle and every single one of my PS2 games works fine. Even Persona 3 (and FES) which aren't supported at all according to their site.

Edit: If you're to buy a new one now-ish, however ... they're probably without any BC at all since that feature was removed. The MGS4 bundles are the best source for a BC model if you care for one right now ... barring eBay or something.

I have a white JPS3, and it is not backwards compatible (even with JPS2 games).
