Well regarding VC3 and PSP games in general ... maybe you've seen this:

Not sure how much truth there is to this, or if this is a true reflection of a lack of interest at the company, but I wouldn't be surprised: Sega's American branch doesn't seem to have the marketing acumen necessary to truly effectively promote their products and nurture an enthusiastic fanbase online (or offline), which is unfortunate, because they're losing a ton of mindshare to competitors - smaller, more agile localization companies like XSeed and Atlus, as well as larger behemoths like Capcom who are more adept at working with the community.
The PR team for 7D 2020 releases updates so slowly that I'm wondering if the budget is somewhat lower this time around. Plus the timing at the end of the PSP's life and the addition of voice acting (however limited) don't bode particularly well for the prospect of a US release.
That said, I plan to remain cautiously optimistic and will be importing the game. If they do localize, great -- if they don't, then too bad.

You can cross XSeed off of the possible localization list as well.
At least for now, they believe that the same obstacles preventing them from localizing the first one will still be present for 2020.
So for now, they are a no go =[
However, your news may change things if Sega of America has essentially dropped out of the PSP market for the moment.
