I haven't kept up with who has been added to the list of supported retailers (which, incidentally, I'm not sure if it's more an issue with Atlus or the retailers themselves as to having the bonus) but the initial list came from Atlus themselves. Canada very much has support for getting the pre-order bonus.

Also, Amazon.ca has it as well.

Edit: As for Europe, Atlus USA doesn't have distribution rights there so ... yeah. They don't even have a Europe branch.
