have you collected the ankh parts to the elevator's generator yet?
If so, take the elevator at C7 on B21F down to B25F.

I don't remember getting that quest until after I had beaten the game. 'Cause I had the locations marked out from where I had found them in my search. I can't see how I would have missed this quest and getting it done sooner.
Further:
[spoiler]Completing that quest opens up another one which asks you to put a the ankh-made motor into the switch location (yeah, finding the ankhs doesn't even ask you to take them to the switch location like you were saying) which is what awakens the Dragon in that area[/spoiler]
