I just did that part yesterday, so I can confirm that you don't need the ankhs to turn on the elevators. The switch is kinda deep in the whole B21F-B23F maze though. In fact, you can't do anything with the ankhs you find until the quest to find them is made available after you beat B25F.

[spoiler]But since the Ankh quest opens up the "awakening the serpent" quest, you cannot take it before the final boss, since dragon replaces that one. It would cause some bugs.[/spoiler]
