Question about Slowstep and 1st Turn

Under what circumstances would these two Survivalist skills fail? Or what determines whether or not they succeed?

Nothing. They have a 100% chance to succeed at Level 1. Extra points do nothing in them.

Edit: Well, extra points raise the TP cost. They do nothing for the skill success rate as it works regardless at Level 1.

And yet they say activation rate will go up and can be leveled up to Lv. 10 rather than Lv. 5.

For what it's worth, the game coding HAS a percentage attached to it but it just never gets called.
