I have a lot of it memorized.

And the +28% is for cases where ehAGI and ehLUC are >> phAGI and phLUC such that +22% won't cap it.

It's just the way the skill system works; 10% -> 13% -> 17% -> 22% -> 28%. Likewise, Blindside chance has the same cap (1% to 25% inclusive) with the skill percentages of -5% -> -7% -> -11% -> -17% -> -25% yet you'll probably never need above -11% (if you even need that).

[spoiler]While Pre-emptives are nice, I prefer just having a Hexer Torpor everything for an effectively guaranteed pre-emptive since nothing will attack for a few turns along with a damage bonus to quicken the pace of everything dying.

That said, nothing until the 6th Stratum is really that worrisome that you really care if they get a turn off. Well, depending on the group (R-DH-WM / G-H was mine for huge offense) anyway.[/spoiler]
