It does a percentage of damage based on the amount of HP the Hexer is missing.
Level 1: 10 TP, 120% Dmg, 150% Spd, 100% Acc
Level 5: 14 TP, 150% Dmg, 170% Spd, 120% Acc
Level 10: 19 TP, 255% Dmg, 240% Spd, 190% Acc
For example:
Your Hexer has 350 HP total and has 50 HP remaining. You'd do:
Level 1 Revenge: (350 - 50) * 1.2 = 300 * 1.2 = 360
Level 5 Revenge: (300) * 1.5 = 450
Level 10 Revenge: (300) * 2.55 = 765
At 999 HP, it deals 2544 Damage with Level 10 Revenge. There is no Damage type ("technically" it's Bash but if a target is weak to, resists, or whatever to Bash it'll still do 100% damage) and it's unresistable damage. I've never seen it miss either, probably due to Hexer's naturally high TEC and the 190% Accuracy bonus.
The lowdown on Revenge

The more TOTAL Health you have and the lower CURRENT Health for more damage.
The max damage occurs at 1 / 999 HP (998 HP missing).
For example:
999 Total HP with 500 HP left will do less damage than 550 Total HP with 30 HP left:
999 - 500 = 499 HP Missing
550 - 30 = 520 HP Missing

And doing 2544 damage with it is easy, you only need to have an H with lv 10 HP up, 3 of those acessories that give +100HP and a Troubadour with stamina.
Since the troubadour is faster than the H, he can cast stamina on your H before your H uses revenge so you're sure to do 2544 damage with it.
And keeping your H at 1HP is easy too, you only need a survivalist with stalker and to go to the 6F and to hurt your H until he have 1HP. If he get kill later, a nectar will revive him with 12~15 hp so it's still good for a revenge Hexer.

Hexer's at 70 have 372 HP, I believe, base
372 * 1.45 + 300 = 839 HP
At 99, Hexer's have 542 HP:
542 * 1.45 + 300 = 1085 HP => 999 HP (it's the cap >>).
Stamina from a Troubadour is 150% HP on top of those if you run a T. You can also get a bit more HP by using a +HP Staff but it's not much more.

Revenge is pretty much stupid absurd overpowered early game and "hey, you still barely outdamage all of us!" by the end, though I can get my Midareba / Ricochet / Ecstacy to near 3000 damage now so ... eh.

I made some mistakes but it has all the Level 10 damages for the classes I did and Terence's has Level 1, 5, and 10. I do have all the SPD / Accuracy / Status% numbers though!
