Is there a way to move the individual posts to start a new thread beginning where things derailed?

I have millions of dollars lying around for building new prisons, sure! And clearly the threat of jail time has stopped crime in its tracks up to this point... Which is why we need more prisons to hold more criminals?

How do you know they aren't understaffed or corrupt or both? Don't you think if it were that easy they'd have fixed it all by now?

And of course educating children makes a difference! How else will they learn that there is another way to live?

I don't think anyone interpreted what you said as having anything to do with beating the kids to get them to listen. Just that there isn't much to be done punishment-wise, because really what could be worse than what the kid's already experiencing? And... the police probably already know and/or don'...
