You know, just because someone else isn't making the first move, doesn't mean they aren't interested. It's confusing like that. It's all... people. Not to step on toes, but I think it's more of a problem when people make the (possibly false) assumption "he/she obviously likes me" and act on it. In general, you can't wait for the other person to notice you. Taking initiative falls to you. And thats why I've never had a love life. Ahaha...

Hoplite ninja is a good idea. Not sure what the */Zodiac or */Wilding sets are for, but I would advice either Buccaneer or Gladiator for the Arbalist's subclass (Swashbuckling if you use normal attacks, Wild Swings for skills, and Charge for either).
