She sounds like every English anime dub ever. Is there only one voice actress doing these? She sounds like an adult trying to imitate a child's voice (and not quite succeeding).

The decorations are something you buy from Japan I'm afraid. Given that, they're not harder to get in Finland than in other parts of the world that aren't Japan itself. We live in magical internet times.
