Rush Dance is ok but you will need the best ELE weapon and, more importantly, a subclass that can increase passive damage to support it. The question is, what do you want your back-row D/M to do? Damage? Support? Heal?

There aren't many choice actually. If you don't need your Fortress, retire him; if you do need him, then you must give up one of Landsknecht, Nightseeker or Imperial who you like least. I would choose Fortress from my experience, but that's a party with stronger binders on the back and a main Dancer...

Technically, the softmod doesn't make the 3DS region-free. It just enables you to run ROMs from any region via SD card. Good enough for me. I'm pretty sure a quick online search (or youtube, if you want to see it step by step) will get you to various sites that explain to you how to hack your 3DS regionfree and make it play ROMs from SD-cards as a bonus. I'll get my 3DS somewhere around summer, so I don't know exactly how easy it is or...
