For what it's worth, Pokemon Black/White (which is a DSi enhanced title) isn't region locked on the 3DS. It may very well be that the region-locking is done on a case-by-case basis at the whim of the publisher (i.e., like the 360).

As for the NGP, it isn't region locked as far as I know.
