Level Cap per Stratum most likely; Resting necessary if you go above the cap. Even with pretty tight level caps, some extra leveling would probably be necessary to break them anyway. Would require some playtesting to see what's reasonable for caps. Incidentally, Monk and Phalanx both are pretty good...

Instead of no grinding, I'd just put strict level caps and a no retirement clause. Works far better than the no backtracking rule since that would make some oddities for doing Quests as they're almost entirely about backtracking. Plus it's a hell of a lot easier to enforce. As for the No Item clause...

I might give it a try for my playthrough with the US version. Honestly, it's not that difficult to not die in EO3 once you get a Prince(ss) to around 10-ish and have TP-free healing. At least, hard to die as far as non-FoE/Bosses are concerned (and, even then, many of the bosses aren't that hard eit...

I misread your post and missed the bit on the ATK change but Self covered it. In general, the displayed ATK/DEF is useless (it's never actually used in a formula).
