For the main game? I beat it with a handful of 80s (which was still overkill I'd say). Post-game it's more necessary but not as much. That said, it takes longer to set everything up (ie, good equipment, access to LoC, unlocking maps) than levelling to 9999 ... which, when done right, is like an hour...
