Incidentally, Skyrim level curve seems to be (Level + 3) * 25 EXP per level with every skill gain giving that much EXP (i.e., One-Hand Weapons goes from 29 to 30 yields 30 EXP). If you're not interested in getting to Godlike levels as quickly as possible, I suggest holding off on maxing out Smithing/Enchanting. To be honest, Frost seems far more like an effect in-game to thwart the player rather than enemies. I haven't found a super awesome use for Frost outside of the fact I enjoy the element more than Fire or Shock. As a spell, it does slow things down though so that's a neat bonus.
