Lightning is easily the non-scaling type of choice; there's just not as many great options for Lightning Defense as there is for Fire. You may want to look into a Silver Knight Shield over the Hollow Soldier Shield, though I think +15 HSS has better Stability.

Try it if you ever make an INT Caster. Beat on things with the Flame's Heavy Attack. Raise your INT. Beat on things with the attack. Or raise your INT to test the spell damage. Pyromancy in general scales with nothing but the MagAdjust of the Flame itself (which is based only on the upgrade level of it). It scales with no stat; 1 INT or 99 INT will deal the same damage. The S Int scaling is for the melee attack on it.
