Since you can't even overclock the i3-2100, I'm not so sure how 4.0Ghz wouldn't be better than the i3's 3.1Ghz. In some cases, I could see where the i3 has it's advantages (handles single-threaded applications better). But overall, I prefer the Phenom II (better for multi-threaded applications).
