The selected character loses 10 levels in exchange for being able to re-allocate said character's skill points.

If I can recall, when you retire a character at max Level (70), you replace that character with a new guild member (or the same person if you choose). This now level 1 character will have the normal 3 skill points, but also have 7-8 extra because you retired at max level. Did I make any sense? >_<;

More skill points, that's about it -_-;
