I don't remember the controls being bad in the first Overlord (though playing without a 360 controller is weird) so not sure what to say. SM64 had better-than-average controls with a mediocre-at-best camera.
I'd give the nod to pretty much any recent game with a more free-form camera control. As far as controls themselves go, I don't really find anything complicated control wise ever so not sure what to say in that regard.
[spoiler]Prototype has way too many options for the controller (how the fuck would that work for PC anyway?) though, I'll say that. And who the hell thought up X+B simultaneously?[/spoiler]
Edit: Also relies a lot on what you mean by "bad controls" or "bad camera." Quite frankly, if I have control of the camera, there really isn't a case for "bad camera" outside of stupid moments where the camera warps to silly positions when you turn a corner or something (fuck you Ninja Gaiden).

lol @ the last time I played Castlevania Judgment.
My friend was playing Dracula. He would float in the air and the camera would tilt up for no reason. Then I couldn't see where his attacks were coming because DRACULA was blocking the screen so I died from 100-0. THAT'S bad camera.

I absolutely disagree that Mario 64 has the best camera.
I've been replaying it recently, and I've died three times due to pure camera limitations.
Ocarina, I think, had far better controls. The ability to instantly aim/focus was perfect.

Manjimaru is IMO a SUPERB oldschool rpg. I've played well into the PC Engine version, but do like the portability, and slight upgrades here ad there.

Sadly I never got to play the PC-Engine version because I never bothered investing in a system. I bought the Playstation 2 remake, however, and it hasn't left my list of top 10 favorite RPGs since. I also bought the DS version for the portability. It's a pretty good port!
Now they just need to port Apocalypse IV to the DS and I can die happy, hah.
