It's Part 1 of the trilogy. XSEED is planning on bringing them all over.
And it's a complete story ... to a point. It wraps up basically everything brought up throughout the game but opens up something new in the end to branch into the second game. It's not like the game ends with every plot point of the game left open.
[spoiler]That said, the ridiculous amounts of text in the series may have it be a bit of a wait before the next two are released. Hell, the second game has enough text that it's coming on 2 UMDs due to it.[/spoiler]

By all accounts it's not moving to the NGP. Kind of hard for them to say without more information on the system. As it stands, UMD releases.
Edit: Just to add, the size of SC prohibits it from a digital release and since they've already been working on the game as is, UMD release makes the most sense.

Game takes place in the year 2020 (hence the title). Not ... really much else known besides that bit and the departure from the art style of the first 7th Dragon. Well, 3D models, isometric map, and honestly not looking all that great/alluring visually:
Unfortunately, it's a joint venture with SEGA and published by SEGA and not an independent title by Imageepoch. Plus it's for the PSP which is practically dead in the US (and flourishing in Japan T.T). May get lucky if it sells enough in Japan to warrant the idea of a US release but doubtful. Especially with SEGA's rumored stance of ditching the PSP in America altogether.
HOWEVER, it is worth noting that NISA has an agreement with Imageepoch for their games so it isn't impossible for them to get it. Wouldn't be the first time they brought over a SEGA published title. Still, I wouldn't get any hopes up for it.
In other news, Natsume has some super secret PS3Wii title to ... oh fuck it. Seriously Natsume? It's Rune Factory: Oceans. RF:O US release to be announced at E3. How is this supposed to be hard to figure out?
Edit: Also, Brink released today. It then fell in a pile of it's own shit and is busy flailing, unable to stand. How sad. A little bad out of the gate but hopefully it rights itself and people give it a shot, I suppose. Looking forward to it when I finally get to building my PC (hopefully the end of this week, depending on how long my case takes to get here).

But the art style was 7th Dragon's big draw, wasn't it? Besides, if it's going to be a sequel, how will we understand it without the first game?
Also, time to update the "whoa, distant future of year 2000+n" idea. It doesn't sound very distantly futuristic if it's only 9 years away. I mean, my first thought at seeing '2020' was "the graphics look a bit cruddy if they're planning to work on the game that long".
