NG+ resets the encounters; if you had 4 encounters and went into NG+, you have 0 encounters now.

i think i had one encounter before i started a NG+
and did not start another one after that, so maybe i have three...

Also worth mentioning, when you finally do meet him five times, do not meet him again. Meeting him a sixth time resets your count to one and you have to find him four more times. Just go pass the bill once you find him the fifth time and be done with it.

Tips on how to find Meowkins easier?
-Using radar.
-Starting at 95, so I can pick which route the pirates are on.
-Resetting if nothing shows up, otherwise wait two turns.

Um just keep trying i guess... it takes some people DAYS to find them while for others it takes a couple of resets
im not sure if using the Chara World to expand the Item World Radar helps any... (scyyyy do you know? XD)

As far as I know, it'll help indirectly by increasing Pirate odds. It won't increase the Meowkin chance.
And, yes, nothing increases their chance directly. The closest is a Treasure Route item instead of Item or Innocent since it has less Pirates on it's possible list to pull from.
