Well, he didn't know he couldn't even get out. So, in all honesty, putting him in that until the end of time (I think he'd survive even that) is sucha fitting punishment. He's hurt far too many.

Basically, in the first game, it somewhere between Earthbound and Mother 3. Porky invades Gensokyo.

In the second game, with Porky gone, the damage has not been undone. Pigmasks are without their leader, humans are now seeing anyone capable of magic as a Yokai. Reimu's out of a job as a Yokai exterminator for the Human village, thanks to science. Poo and Jeff got trapped in Gensokyo and Ness is on his way there.

Lots of ReimuxNess implications.
