OUT OF NOWHERE:
I will say that I found Paprika the weakest of the Satoshi Kon films. The big giant parade, yeah, fuck awesome, and it's certainly lush and gorgeous, but I absolutely didn't care for the story at all. I thought Tokyo Godfathers and Millennium Actress (the latter being my favorite Kon film) were both much stronger.
But, yeah, it isn't bad by any means. Just... I didn't like it.

Yes, story-wise Paprika wasn't all that great really. And Paprika's use of the dream world (going from place to place using images, flying) was more interesting than the parade itself I think. That seemed rather Disney-like.
I haven't seen the other Satoshi Kon movies yet. They don't seem as interesting to me, although I don't doubt that they're high quality.
