There are many ways to do it, the most effective depending on your particular workflow, but a quicky way to do this for one-offs under a few megabytes without having to install any programs on your computer is
Another tool I frequently recommend to those looking to do light image manipulation is , a nice, free image editor for Windows.

(psssst, not to mention, the site has an auto feature that automatically resizes whatever images you post on it.... try clicking Sirth's latest image for an example)

I took Illuminage's request to mean that she wanted to generate a smaller image as a thumbnail to post here linking to the full image for bandwidth reasons. This site does automatically adjust the display size of images, but the original image still gets downloaded in full before the browser scales it.
