Hardly. I seriously doubt costume makers are creating sexy nurse outfits for (judging by the girl depicted in the comic strip) 6 year olds. There are definitely a lot of "sexy [insert occupation here]" costumes aimed at women, however, but that comic also seems to suggest that those are the only costumes available for women, which is not the case.

I'm not saying the comic is wrong, so to speak, so much as I'm saying that it's exaggerating the hell out of the situation.
