I definitely agree that there is a problem with women being forced into (is that even the right way to put it?) stereotypical gender roles, but I don't think that comic really addresses much of anything at all. It's exaggerated to the point that it doesn't reflect reality.

The signing would indicate that it came out of a newspaper or magazine where they want to deliver a point with just a simple glance. The comics before it and the comics after it likely had other silly things such as anthropomorphic animal politicians or mind-staggering satire. Exaggeration is the key to get a point across in environment such as those. When I did illustrations for a newsletter I remember portraying the support staff as Neanderthals cursing their mouthes off while beating computers with a club.
