It's only changing from side to side. Then you imagine the leg-/whatever-blob going behind or in front of the other leg-/torso-/arm-blob. You might as well call it going through. The heel-blob tipping through the rest of the foot-blob and so forth. ¯\_(ツ)_/¯

It's a pretty "simple" illusion in the sense that ... well, it's not three dimensional. You're filling in parts of it to give depth to it. Much like the Necker cube:
As for what it means ... dunno yet. It's more a testament to how the brain and vision are treated rather than the more commonly said "LEFT BRAIN RIGHT BRAIN" nonesense. With practice, for lack of a better word, you can flip it almost on demand. Blinking, shifting your focus, perspective change, etc. can do it.

Yeah, I figured as much when I realized it could be flipped. Of course, a simple cube of just twelve lines is easier to flip mentally than a complex human figure that's constantly in motion.

It's more or less plausible that your dominant eye just happens to spend most of its time on one side of the animation. That would be a binocular vision thing, rather than a my hippie mind gives me a special personality thing.
On an irrelevant note, I remember reading about a study years ago suggesting that doves need to tilt their heads in order to grok horizontal asymmetry.
