I know what you mean. It's just that English language and American culture are dominant nowadays, and people regard it as cool/superior/in/cosmopolitan. It happens all over the world I suppose. What you describe has been happening in Europe and Japan for decades now.
In some way you could see Japanese culture/anime's influence on western youth as a slight counterbalance.

I have a friend who has visited and lived in Japan quite a bit. He's never had anything but positive things to say about it. He said that only in the rural and small towns did he ever get hardcore stares or anything. You do stand out, being a foreigner, but Japan is much more open than it used to be, even 20 years ago.
I think small town/rural America is way more xenophobic and flat-out offensive. The Japanese might stare or move around you, but they aren't going to harass you or be violent. It's remarkably safe in Japan, even if women aren't always comfortable alone, and very clean and efficient. From what I've heard, as well, it seems like despite how much they may or may not stare, usually speaking in Japanese to a Japanese person will get you an enthusiastic response. They might want to try out their English, or they will praise your efforts in Japanese.
Anyway.
I was going to put a witty transition remark into another topic, but I have to go to French class now.
