Most "fuck yeah TEXAS!" mottos and sayings come from when they fought a war for independence against Mexico, declared themselves a sovereign state, and then joined up with the USA. Hence being "the Lone Star State" "Don't Mess with Texas" etc

As for "Texas Represent" itself... never heard that one specifically. Maybe Scy can chime in with better information.

Its not Texas specific, basically "anything, represent" is a common way to identify yourself with a particular group. Its likely from hip hop culture, "Harlem, represent" etc.

I type this fervently on my (rather cheap, in hindsight) Razer mechanical. CAN YOU FEEL THE CLICKETY CLACK.
