[spoiler]You need to set your computer clock to BEFORE Y2K, so I think anything during 1999 will do. Then, visit "dragon.sega.jp/quantumrondoogrephoenix" and there should be another movie.
The previous one only required that you visit betwen 7:00-7:59 AM, but with this one, my router won't let me connect to the Internets when I change my system clock. There was a download link, too, which I'm hoping there will be with this one -- if anyone would be willing to test this out and share that would be awesome
