If you don't mind a boxy old TV that's perfectly functional, check garage sales or thrift stores, or even pawn shops. I got a TV for $25 from a garage sale once; 28" and lasted 6 years without any issue. Like I said, if you don't need HD or flat screen or anything fancy you an get a used TV for a fraction of the price as a new one.
edit: also try Craigslist and the newspaper classifieds. With everyone switching to flat screens you can get an old boxy TV for a steal.

@Scy: The problem with that selection is that her budget appears to be in the $200-and-under range.
And I second the Craigslist suggestion. It is a wonderful, magical place.
