Clearly, more GHz is always better.
From a gaming perspective, the i3-2100 wins out except maybe against an OCd 975 (otherwise, they're pretty close). And, at $85, any of the higher end Phenom IIs aren't bad (965 to 975, really) but if it was like a 950 or something? Meh. Though, I'd need to check if there was any actual difference in the chips besides base clock.
All that said, I don't think you even play that many recent games so it's not like it matters all in the end. $85 is a good price on the Phenom II, was just more at the whole Sandy Bridge being 10x more expensive when they're the same price range.
