EOII's environment wasn't as good as EOI's, in my opinion.
For example (Stratum 5 spoilers for both games):
Lost Shinjuku was a complete surprise. The Heavenly Keep, on the other hand...it would have made a better twist if the fifth stratum wasn't the flying castle...or if they made the sixth stratum the flying castle, only dingy and abandoned.
But in terms of refinement, EOII was successful.

Many things about the kitsune is mercurial, from their moods to their treatment of humans, to even the abilities some possess. Kitsune have a depth of personality as deep or even deeper than those of other Japanese characters. The reason for this, according to one source, is that the kitsune is the Trickster, in Japanese culture. They are there to teach those around them lessons.

Yeah, it's a cutesy little grid-based battle game that seems more chess than Advance Wars. Your characters options are slime, golem, wyvern, healie, drakee, and another critter with a hammer.
It's pretty adorable, but whether it's worth $5 is in the eye of the beholder. Last time I checked it was #7 on IGN's best of DSiWare list:
