It sounds like PayPal is convinced that this particular Regretsy group is conning people out of their money. There are a lot of Christmas charity scams out there. They do seem to be making them jump through a lot of hoops to prove themselves, though.

To their credit, Paypal did terminate the accounts of several anti-LGBT organizations this year.
