Aw. That sucks. Manufacturer warranty is often three years. I guess they know how close to cut it so they don't have to replace/repair all those failing laptops.

So I have been teased and made fun of and put up with it as I thought "it's all in good fun." Today I found out that enjoying a child's show and drawing cute art makes me creepy, even though I want to be a children's book illustrator. NOW even my sexual orientation is being called into question. People can be so mean at times.

So, uh, how do I figure out what sort of external enclosure case I need to repurpose my laptop's harddrive?

On topic, gonna work four hours a day for now, eventually six or eight at around ten to - hmm - fifteen maybe, percent of legal minimum wage. Doesn't contibute to my pension.

By 'repurpose' do you mean use it in another laptop, in a desktop computer, or as portable storage?
Laptop: Just move it from one to the other.
Desktop: You'll need a 2.5" to 3.5" conversion bracket to mount it in a standard desktop 3.5" bay. Check your favorite computer parts store. I just used one last week for my new SSD, and it cost me about €10 (the cheaper €5 ones were sold out atm).
Portable: The aforementioned computer store should also have external enclosures for 2.5" harddisks. These cost upward of €15 here.
For any of the above you'll need a Philips 00 screwdriver as well.

How can a government job not pay the legal minimum wage?

^ Ah, but 'tis because it's the government.
(Read: It's an operation that exists mostly to sustain itself. On paper, it's not an employment, but an "activity" that entitles me to some compensation for personal expenses. If only the labour were imaginary, too.)

Not sure yet. Maybe I can salvage some parts for Frankensteining the next computer, or I could just keep it as storage.

Laptops don't have many parts that can be reused in other laptops. The harddisk, memory and wireless cards are about the only parts that you could expect to fit into a different brand or model. The DVD drive might work, but you'd need to get a different plastic front for it. A new laptop would already have a harddisk and wireless cards and DVD drive though, which leaves only the memory to reuse.

Hope you can get something better paying soon. It seems like you could sure use the money.
