I think the easiest way to regain/maintain TP other than Dismiss Beast is maining Ninja or Princess. Other than that probably just avoid summoning or leveling a particular summoning skill too high.

I know this isn't the right place for it, but: Tiramisu, your signature is awesome.
On topic: I was getting tired of my Ninja and thinking about replacing her... and then she one-hit KO'd a FOE (with her petrify attack)... like, first round, she goes first, FOE drops dead, I win
Awesome

Yeah but do the odds of this happening justify the slot she's taking up?

So, I'm gonna retire some of my current party so they can come back stronger. Whats the fastest way to level someone up?

Honestly? Mash 'A' a lot while auto-running in a circle.
If you feel like watching what you do, just kill every FoE/Boss you can. Hunt down Gold FoE's as you wander from FoE to FoE.

Or you could always try the bosses from the sea quests..if your not in the mood for chasing down enemies..though if you go that route..let your party allies die >.> or pick the quest with the least allies so you won't have to share as much if any xp with them thus more xp gain for you..
