Do Pasaran change their appearance schedules every month? It feels like they don't stick to a consistent schedule, at least.
Don't tell me what all they are, just need to know if all these notes are useless by default.

It's quite a few; off-hand, it's around 4 or 5.
As for the Soft Reset, it's resetting the RNG table so that the Instant Death hits on Scylla.
Edit: It's Trade City Aeaea if you're trying to figure out which city it is. There's four locations in between it and the Ruins (Sheba, Dark Forest, Damavand, Tower of Victory) along with three footholds. It's basically one of the last locations you find.
