The retiring system in EO2 was... one of the most grinding mechanism I have ever seen...
For EO3 and EO4, kill one elemental dragon for the first time, your cap for all characters (even those not yet made) becomes 80; second, 90; all 3 dragons, 99.
Normally retiring at Lv99 is the best choice, but if you are not hardcore (or simply because there is a long long way to go between 70 and 99) you can choose to retire in Lv70, since retiring at Lv71-98 doesn't give any additional benefit and only 2SP and 5 all stats different from retiring at Lv99.

You know... if you replaced the D/M or S/M (Whatever it is now) with an A/M you'd almost have the same party as me. Its the small things in life.
Err... anyway. Amrita IIIs are difficult to horde since they require Eerie Scales to create... which IIRC are dropped by the Moth Lords in the 6th Maze. Amrita IIs can be created by Waterlily Leaves which can be gathered from the Take points in the 4th maze.

^_^; Actually while trying this technique to my level 68s up to the last two levels, I realized that. It was a "ooooh... that's why" moment. Also, I'm sure it will help when lower levels are attacking and they aren't getting their asses kicked.
So! I'm going to retire my guys two at a time, leaving my Sniper for last. ^_^ I actually used the skill sims to create what I hope are some decent builds for my guys.
o_o This... this is so nerve wracking! MY TEAM!! This is such a drastic reset. I've NEVER retired any of my characters in any of the games. >_>;;;

Unless you will use skills of that weapon type, you don't need to actually get a sub-weapon with high ATK. Instead, get the one with most ATK forge slot available*. IMO dagger is the best choice since it has higher speed modifier and it is more customizable than other weapons of the same level (though I realize this after end game = =).
If you do use the sub-weapon type skills though, you should make note that your main weapon's ATK will not be taken into consideration so you may consider always having two most-updated weapon for one character...
*P.S. Since you are in the 4th Land, you shouldn't want STR forge; all other forges like elemental affinity, status aliments and splashing effects will not affect the main weapon.
I don't like Shockwave; 25% HP and 18TP for 160% damage looks too cost inefficient to me (comparing to Flank Shot for one row, Poison Circle and Release Blast for all). And I haven't tried it yet, but I suspect that even for a S/B, using Shockwave will make your Sniper acts very late.

My two members are getting into the upper 40s but starting to see less pacing from leveling. Dumped off one member and as I was about to leave thought "oh... I wish I could bring in another guild member, but there was that level restriction thing... how did that work again..." *goes to the wharf*
