Well yes obviously. I'm not saying "wha dun dem ferrinrrs just lern friggin ainglish durnit". But English is kinda sorta a standard currently. Also, the site I saw the Greek captcha at is English-based, I'm pretty sure (although it did have a Japanese localization too, iirc when I visited it a few times while my computer was in that mode.)
I have a few language-specific input methods and such system hotkeyed for quick switching and Greek or whatever input is fine with me if that's what I need. Most people don't know how to change their OS's locale from the default locale it came in for their territory, and ASCII is generally the common denominator and has the best chance of being usable. It seems best for now to stick mostly to that for things like captchas, even if the rest of a site is internationalized or of some specific other locale.
And I'm sure you're familiar with the recent thing? Captchas are difficult enough to read already, but imagine captchas requiring exact code point matches for unicode strings. Now that'd be pretty evil and hateful software design.
Yes people need to know the particulars of whatever locale they work with the most in their own country/region, but you made it sound like English speaking Americans are the only ones that are closed and ignorant and anyone outside the US automatically knows every locale used in the world and a Thai person would automatically know how to enter Greek script. Silly Americans.
I hope the next captcha you have to fill in is in Chinese.
